UGANDA UK HEALTH ALLIANCE ORGANISATIONAL POLICY DEVELOPMENT

BACKGROUND

The Uganda-UK Health Alliance is an umbrella organization for UK institutions and organizations undertaking healthcare capacity building activity in Uganda. Without controlling or inhibiting individual organisational members, the Alliance provides a system-platform to allow each member to maximize their impact by linking them to other agencies working in the same geographical region or sharing similar activities. It has also created mechanisms to support and better coordinate its member organizations and ensure that their activities map to the priorities of the prevailing Ugandan government and Ministry of Health.

UUKHA is therefore seeking for a suitable Ugandan consultancy firm to support the development of key organisational policies including financial, procurement and human resource. The policies will be used by the Ugandan office located at Plot 1, Kiwana Road, Bukoto, Kampala Uganda

To provide system leadership that better coordinates and supports UK derived programs in Uganda’ Health Sector.

 DELIVERABLES

  1. Human resources manual
  • Develop the UUKHA human resources manual
  • Train staff on developed guidelines, policies and procedures
  1. Finance manual
  • Develop the UUKHA finance manual
  • Review and update the existing UUKHA accounting system
  • Train staff on developed guidelines, policies and procedures
  1. Procurement manual
  • Develop the UUKHA procurement manual
  • Review and update existing UUKHA procurement processes and procedures.
  • Train staff on developed guidelines, policies and procedures

PREPARATION OF THE PROPOSAL

A service provider/consulting firm proposal shall have two (2) components;

a) The technical proposal and

b) The financial proposal.

The proposals and all related correspondence exchanged by the service providers/consulting firm shall be in the English language

a) Technical proposal

When preparing the technical proposal, suitable service providers/consultancy firms must provide the following information;

  • A brief description of the service provider/consultancy firm, its portfolio and their expertise in organisational policy development.
  • A description on the approach, methodology and work plan for performing the assignment.
  • The list of proposed professional staff in their team by area of expertise as well as the position and tasks that would be assigned to each
  • An outline of recent experience on assignments of similar nature with reputable organisations indicating the duration of the assignment and the firm’s involvement. Please share contacts of these entities you have served before
  • A detailed description of the proposed methodology for training staff on using the developed policies.
  • Evidence of registration with the relevant regulatory bodies is highly recommended.

b) Financial proposal

  • The financial proposal shall include all costs associated with the assignment. If appropriate these costs should be broken down by activity.
  • The service provider shall express the price of their services in Uganda Shillings

SUBMISSION, RECEIPT AND OPENING OF PROPOSALS

  • The proposals must be received by the Uganda UK Health Alliance via info@uukha.org CC the Administrator Mr Solomon Talemwa on solomon.talemwa@uukha.org by Saturday 26th September 2020 at 5pm East African Time
  • Only successful firms shall be contacted.
